INTRODUCTION
The Obstacles Manual of Russian Federation is the document of the aeronautical information published by
Federal Agency of Air Transport of the Ministry of transport of the Russian Federation.
The information in the Manual is presented in the established tabular form.
Updating of the information in the Manual is made periodically, according to dates of AIRAC (ICAO).
The Manual is presented on official WEB-site FSUE "CAI" (www.caica.ru) in the open access.
Also the Manual is published in the electronic form on CD or in the form of a database and delivered the interested users based on the contract.
The database of obstacles is delivered together with the description of a format of the data, developed in CAI.

REQUIREMENTS TO THE EQUIPMENT AND SOFTWARE OF USERS
This version of the electronic Manual is developed by IT-experts CAI considering the maximal decrease
in the requirements established for the equipment and software which can be demanded to the users
for display information presented in the Manual.
As a result, the current version of the electronic Manual can work in the following configuration:
- Intel Pentium 233 or higher
- 16 MB RAM (32 MB recommended)
- 8x SP CD ROM (Working with disks such as CD-R), if CD-version of the Manual is used.
- MS Windows 95, 98, NT, 2000, XP, Vista, v7
- MS Internet Explorer 6.0 or higher
BEFORE USING THIS CD, DEVELOPERS RECOMMEND YOU:
- To be convinced, that MS Internet Explorer or another Internet-browser with all necessary Internet
settings has been installed on your PC.
- If you use CD-version of the Manual, be convinced, that on your computer autostart from CD is resolved.
Otherwise, execute start manually by means of a file index.htm.
THE BASIC FUNCTIONS AND STRUCTURE OF MANUAL VIEWING:
Elements of control (lifts, buttons, etc.) are in the "HTML" form.
Pages of documents, with the appropriate data, are in the files recorded in "HTML" format.
The window of a Internet-browser is divided into two parts:
- Navigation part of MANUAL
It is in the left part of a browser window.
Manual navigating frame is intended to show links to parts and sections of Manual electronic representation.
The contents of this frame may change depending on a situation.
- Data Frame
This frame shows the information corresponding to the link chosen by the user in the navigating frame.
THE CENTRE OF AERONAUTICAL INFORMATION
SPHERE OF ACTIVITY
Centre of Aeronautical Information (CAI) is a Federal
state unitary enterprise of the Federal Agency of Air Transport of the Ministry of transport of the Russian Federation
which is delegated the rights and authorities on assembly of Aeronautical Information, preparation and publication
of AIP of the Russian Federation. According to the solution of heads of Aeronautical Administrations of Tajikistan and Turkmenistan
CAI is granted the right of the publication the aeronautical information on territory of these sovereign
states in AIP RF. CAI guarantees to its customers a permanent provision of the Aeronautical Information necessary
for maintenance of a safe, regular and effective International and National air traffic. For preparation and publication
of AIP and other national documents of Aeronautical Information CAI uses only the official information received from the
State Aeronautical Administrations Authorities. CAI infrastructure includes Divisions receiving and processing
Federal and International Aeronautical Information, International NOTAM Office, Cartography Division,
Printing House and Sales Division.
AIP AND OTHER AERONAUTICAL PUBLICATIONS OF CAI
The Aeronautical Information is published in the form of the Integrated Aeronautical Information Package
of the Russian Federation consisting of the following elements:
- The Aeronautical Information Publication of the Russian Federation (AIP).
- Amendments to the AIP (AIP AMDT/AIRAC AIP AMDT).
- Supplements to the AIP (AIP SUP).
- Aeronautical Information Circulars (AIC).
- Checklists and Summaries.
Also CAI issues the Aeronautical Information manuals on on domestic and
international air routes which are not a part of the Integrated Aeronautical Information Package.
